Project description

The KyberSoTe project aims to enhance preparedness, service continuity, and patient safety within health and social care organizations which will be addressed by strengthening everyday cyber security in health and social care. The project is funded by the Finnish National Emergency Supply Agency (Huoltovarmuuskeskus) and is part of their Digitaalinen turvallisuus 2030 program.


The project focuses on improving cybersecurity in health and social care from two perspectives:
  1. By enhancing the cybersecurity competence of health and social care professionals and the utilization of  cybersecure operating models
  2. By strengthening the collaboration and interaction between health and social care professionals and IT experts regarding cybersecurity

As part of the project, tools and operating models will be developed for adoption by health and social care organizations. These can be utilized to advance the perspectives mentioned above. Examples of tools to be produced include illustrative and relatable videos and competency assessment survey as part of the overall solution for competence development, and visual aids that facilitate discussions related to cybersecurity between health and social care professionals and IT experts. 


The main implementer of the project is the Jamk University of Applied Sciences' School of Health and Social Studies together with IT-institute and School of Business. The co-implementers are Laurea, Turku and Tampere Universities of Applied Sciences. 

The project will be carried out in two phases. In the first phase (during 2024–2025), tools and operating models will be developed, piloted, and evaluated in cooperation with the Wellbeing Services County of Central Finland. In the second phase, the project's outcomes will be rooted and made available to other Wellbeing Countys as well. Additionally, the educational content produced in the project will support the development of future professionals' cyber skills in health and social care education.
