Jamk and the Ministry of Defence of Finland Strengthen Their Partnership with a Focus on Cyber Defence

Jamk University of Applied Sciences (Jamk) and the Ministry of Defence of Finland signed a partnership agreement on 13.02.2025. The agreement is a continuation of the partnership of the previous twelve years.

Jamk and the Ministry of Defence of Finland signed a partnership agreement valid until further notice, focusing specifically on cyber defence, artificial intelligence, data analytics and robotics. Jamk and the Ministry of Defence have had a partnership agreement since 2013, and the agreement has now been ratified for the second time.

"The now renewed partnership agreement strengthens and stabilizes the existing cooperation, and creates new opportunities for joint research and development activities", says Tero Kokkonen, Director of Jamk's Institute of Information Technology.

Cooperation has developed cyber defence

Over the years, the parties to the Partnership Agreement have collaborated to advance cyber defence expertise. The Ministry of Defence is one of the long-term partners of the JYVSECTEC (Jyväskylä Security Technology) research, development and training centre located at Jamk's Institute of Information Technology, which specializes in technical-operational cyber exercises.

"As a result of this cooperation, we have previously participated in the European Defence Agency's Cyber Ranges project, and in connection with it, we have been involved in organizing a joint European cyber exercise for representatives of 11 different countries", Kokkonen says.

The Ministry of Defence is responsible for coordinating total defence, which will also extend to national cyber defence as a result of the implementation of Finland's Cyber Security Strategy and the Government Defence Report updated in 2024.

"The cooperation resulting from the implementation of the Cyber Security Strategy may involve, among other things, the development of national exercises to also meet the needs of total defence", says Mikko Soikkeli, Chief Information Officer at the Ministry of Defence of Finland.

Partneship enables competence development

Jamk and the Ministry of Defence also cooperate in higher education. The partnership creates conditions for both parties to develop expertise related to information technology and electrical automation technology, as well as their various areas.

"In an increasingly technological society, keeping up with developments and staying current is not possible without extensive collaboration. The renewed partnership agreement offers the Ministry of Defence the opportunity to utilise Jamk's expertise", Soikkeli says.
