Jamk and Ministry of Transport and Communications agree on cyber training cooperation

Jamk University of Applied Sciences and the Ministry of Transport and Communications will intensify their cooperation. National Cyber Security Director Rauli Paananen, Rector Vesa Saarikoski and the Director of Institute of Information Technology Tero Kokkonen from Jamk signed a cooperation document on 4.11.2024. One of the objectives of the cooperation is to promote annual cyber training.

Jamk and the Ministry of Transport and Communications agreed on partnership and cooperation valid until further notice in a document.

"The focus of the cooperation document is strongly on cyber security, but it is noteworthy that it covers information technology, electrical and automation technology and related competence development, as well as research, development and innovation activities. These areas include, for example, artificial intelligence, data analytics and robotics, which also include cyber security as an essential entity," says Tero Kokkonen.

The cooperation is in line with Finland's cyber security strategy

The cooperation document is in line with Finland's cyber security strategy, updated in October 2024. The strategy emphasises the role of cyber security as part of Finland's comprehensive security.

"The national cyber exercises (KYHA), organised four times a year, have significantly increased Finland's cyber capabilities. Developing operations promotes the goals set in Finland's cyber security strategy and thus comprehensive security," says Rauli Paananen.

Since 2013, Jamk has been responsible for organising national cyber security exercises (KYHA). The exercises will be carried out in cooperation with the Ministry of Transport and Communications, and the Security Committee will also participate in their implementation with a guiding role. The training increases cooperation across organisational boundaries and develops the capability of critical infrastructure actors to anticipate and prevent cyberattacks.

Finland's cyber security strategy also mentions the development of cyber exercise environments and practices, as well as increasing cross-sectoral training.

The aim is also to promote international cooperation

The Realistic Global Cyber Environment (RGCE), developed by Jamk, is the official training environment for national cyber exercises. As a result of the cooperation, the utilisation of the training environment and related expertise will also be promoted outside national borders.

"The lessons learned from the KYHA exercises for organising exercises and developing the training environment have been undeniable. In the future, we will also use this knowledge and experience to strengthen international cooperation," Kokkonen says.

"The RGCE environment creates the conditions for developing cyber training in an internationally unique way. We export this expertise to the world in research, development and innovation projects, for example," Kokkonen continues.

The national cyber exercises are carried out and the RGCE environment is the responsibility of the JYVSECTEC (Jyväskylä Security Technology) research, development and training centre located at the Jamk's Institute of Information Technology.
